Post Well Analysis in Turkmenistan

We are currently seeking a strategic partner to assist with Post Well Analysis as per project requirements outlined in the attached documentation. Specifically, we invite your esteemed company to review our preliminary Scope of Work (SoW) and provide a corresponding non-binding budgetary cost estimates together related responses.

We would to clarify that we are not releasing a formal Statement of Work. This phase is designed to assess the market capability and resource availability based on the technology stack and roles outlined in the questionnaire. A detailed SoW and functional requirements document will be provided exclusively to the vendors who successfully pass this pre-qualification stage.

Project Context & Expected Structure

Based on industry practices in, here is a breakdown of the contractual environment:

  • We’re acting as the local partner, prime contractor, or procurement facilitator for the end-user who is _______ (Turkmenistan) Sdn. Bhd. In Turkmenistan, international contracts often require a local interface to manage regulatory compliance and local content requirements. Our company profile has been attached for your further review.
  • The End User Connection: We’re seeking a technical execution partner to form a consortium or to subcontract the specialized engineering portion for a larger bid to this official tender by them.
  • Payment Terms: Please feel free to let us your payment terms in advance for our reference.
  • Engineering & Planning: As a starting point, we would suggest the following execution framework:

Full execution (engineering disciplines, studies, deliverables)

Pricing input (manhours, discipline breakdown, third-party studies)

Technical coordination, QA/QC, and document control aligned with the operator

Local tendering entity and contractual interface

Local compliance, coordination, and country-specific requirements

Back-to-back interface with the operator

Key Submission Details:

  • Flexibility: We welcome proposals for the full scope of work or partial offers based on your specific core capabilities.
  • Gap Fulfillment: If certain components of the SoW are outside your current expertise, we are prepared to bridge those gaps internally or with secondary partners to ensure project completion.
  • Alternatives: If a full service partnership is not feasible at this time, we are also interested in material-only offers or recommendations for other qualified companies.
  • Response Requirements: To ensure a thorough evaluation, please include your earliest delivery timelines, payment terms, and any technical certifications relevant to the scope.

Storage Tanks Calibration in Turkmenistan

Enquiry:

Currently, our company is expecting a project related to storage tank calibration, and therefore we are seeking for partners with ISO/IEC 17020 accreditation & with respective valid license.

Please provide your engineer’s daily rates and how many days it may require for him (them) to complete calibration of 1 x tank (as per below list).

Mobilization & demobilization, visa support (Turkmenistan visa), local accommodation and transfer, catering would be our cost.

Below, I have given a brief scope. I have also attached a sample of previous job method of statement, just for your information.

CALIBRATION OF STORAGE TANKS:

1. Contractor shall perform calibration and verification of storage tanks, specified in Appendix II, in accordance with ISO 7507/4, Petroleum and Liquid Petroleum Products — Calibration Of Vertical Cylindrical Tanks Using Internal Electro‐Optical Distance‐Ranging Method).

2. Contractor shall determine the reference height of storage tanks.

3. Contractor shall have valid certificate accredited in accordance with ISO/IEC 17020 standard or international standard recognized by Turkmenstandartlary (TDS) with scope of accreditation to perform calibration of vertical cylindrical tanks using Internal electro‐optical distance‐ranging method (ISO 7507/4)

4. Contractor shall provide services utilizing contractor’s own materials, inventory, equipment, tools, and other costs necessary for the provision of services.

5. Contractor shall provide two copies of calibration tables approved by TDS in accordance with the TDS 1006‐2017.

6. Contractor shall provide calibration table within two (2) weeks upon completion of work.
